Windows , search for disk management . Delete volume (the hdd) . After it deleted , right click , create new simple volume ....tadaa . IF it WON'T let you do that , it's pretty much paperweight

You anwsered your own question . cpu is the limiting factor . But it shouldn't be off by that much . Check task manager for background applications , that may eat up your cpu .

Understandin S.M.A.R.T. data is like sorcery or alchemy . it's impossible . A click when shutting down is ok , however , i'd copy my valuable files (family photos , videos , documents , cad drawings , etc.) to an external hdd . 500 Gb external hdd is around 50$ USD

Is the cpu overclocked ? if not buy a 40$ cpu cooler and try overclocking , hovever i don't know how much that motherbnoard can handle . 2nd step buy a better graphics card , gtx 970 . if you buy a monster gpu you will be bottlenecked by the cpu . My better advice is to sell the sistem as is ...
