First here are my PC specs:
CPU: i7 4790k (Not OC'd, shouldn't have Turbo, might have XMP)
GPU: 980ti Strix (Not OC'd, shouldn't have any non-factory boost settings on either)
RAM: 1333hz 16gb ram from Corsair (idr the rest of the specs, but might have XMP too)
PSU: RM750 from Corsair

Lol. Well as far as my knowledge goes a GPU won't burst into flames at that temperature, and 27c is definitely not achievable with stock cooling on a GPU either, therefore, not the highest safe operating temperature.
But that did give me a good laugh this morning.

All of the case fans, and GPU fans (when forced to spin) are spinning, and set to 100%.
There is no abnormal noise in any of them.
Except for the GPU fans if I set them to 70-100% then they start to make some weirder sounds.
