You are not going get any significant performance if you get 16-16-16-36 over 16-19-19-39. In fact there won't be any difference at all. Just go for the cheapest CL-16 kits and you are fine.

True 3600Mhz is the sweetspot and from price to performance point of view it makes sense to buy the cheapest RAM. Prices of RAM in my country have shot up crazy and good CL-14 kits are out of stock like the Ballistix ones.
