Try disabling SLI. Some games aren't properly optimized for it.

How large is the scratch and how visible is it? If it's something that you cant see without looking for it then they probably wont decline it since the card doesn't work anyways.

I wouldn't reccomend using 24 GB of ram. You lose dual channel performance. Upgrading your GPU is probably the best choice for premiere. Upgrading to a 2060 or even 2070 would probably be a good idea. Your CPU is a bit weak but it shouldnt affect timeline performance.

If you are on a very limited budget then go with the b450 board. PCIE 4.0 is useless right now and will only be useful for enthusiasts in the near future (new m.2 drives will be extremely expensive).

I'd say get an M.2 because some cost the same as sata SSD's. The Intel 660p isnt as fast as like a 970 evo but costs the same as SATA drives, while being 4x faster. It still doesn't make a difference really but why not get it if it's better for the same price.

Any thermal paste is fine really, I was just listing the best you can get. They are all within around 3 degrees. They probably did use the thermal paste that came with the cooler, it's generally on the lower end but it shouldnt skyrocket your temps like that. It's also possible that they didnt...

If you haven't already you can try reseating it and using high quality thermal paste like Kryonaut. The large noctua coolers can be tricky to seat properly sometimes.

What version of prime 95 are you using? 26.6 and later use AVX by default and causes unrealistic and insane amounts of heat.
