if it's detected, you can install drivers, and is working... then it's not dead. and, i dunno if i'm reading this right but you connected a pcie riser to a laptop's usb port? that should not work, the pcie x1 to x16 riser only uses a usb cable to link the riser to the motherboard, it doesn't...

Have you tried a clean driver install first of all? Is the gpu overclocked? Have you tried replacing the gpu thermal paste?

is integrated graphics enabled in the bios settings? your current psu is actually a good one, if it is working properly.

does it crash without the gpu? if not then it could be the psu or gpu. to determine, you would need to try a different gpu. if it crashes with a different gpu then it's the psu. if it still crashes without the gpu, then it's either a very bad psu or something else is causing your problem...

no, it would not crash faster because of integrated graphics. If anything, performance will just be lower. if the pc does not crash with integrated graphics then either your gpu or psu could be faulty.

im telling you to use the integrated graphics, whats wrong with that? It is very basic terminology that you must understand when getting into pcs, there is no simpler way to describe it. if you would look at the back of your motherboard you would find a display port and hdmi port…

So… did you do the other thing @Metal Messiah. said? Do a clean install of the drivers? if you did, then the gpu is dead. what is your system specs? Integrated graphics may be better then that gpu anyway…

From what i understand based on your posting, this is your second time replacing the gpu? Are you sure it isn’t something else causing your gpu to malfunction? A bit unlikely to get two bad gpus in a row…

According to the psu tier list, the cooler master elite is tier E, potentially dangerous in multiple scenarios… your psu may have killed some components.
