A cooler design in looks or performance?

Was looking at getting a rtx 2070, but there is a lot of variations of the same card (ie price/distributers). Is there a lot of difference or should I just get what ever fits my price range?

my Microsoft edge on my laptop is using about 700mg of memory when idle, but on my pc it only uses about 100mb.

I've just got a MSI GL72M 7REX laptop, and when I use the MSI dragon app it always says it using 30% of the 8gb memory when sitting idle. Is this normal or is something eating up my memory?
