Entry level gaming rig build. Are these specs decent?

It looks like a pretty good build. I don't think 430W is enough, if it is it'll be pretty close. You should bump it up a bit. Don't the r9 series pull a lot of power?

    i5 4460 vs i5 4590

Considering the $14 price difference you should go with the 4590. The 4460 will be fine for gaming though.

    GPU undetected after game crash

Try plugging in to a different monitor or tv. I had a weird issue where my card wasn't outputting to monitor and plugging in to tv fixed it.

Fresh Build Having Difficulty Adding a HDD

Is it a brand new HDD? if it is it shouldn't be giving you these problems. It may just be a bad part. Honestly I'm not too sure, but it sounds like you've tried everything. Hopefully someone will show up with better advice.

    Win 8 very slow startup

Was it running just fine before you disconnected the monitor? Have you changed or installed anything that could have affected it. See what the performance monitor in task manager says when you first start up. It will tell you if cpu, ram, etc. is the problem.

    AMD Processor + GTX970?

If you're asking if it's bad to pair amd products with Nvidia, then no it's not. They'll work exactly how they should.

1080p & at least 60 FPs for Assassin's Creed Unity PC

I agree with Warukyure, the hardware will work great together and provide good gaming performance. AC Unity performance will entirely depend on what Ubisoft does.

advice on new gaming pc build + static electricity problem

That's a hell of a build you got there. No it's not worth it to get 32gb of ram. 16gb is more than you'll need for everyday use/ gaming really. I really don't think it's worth it to spend $900 to have your pc built. If you've never built a pc it can be kind of intimidating, but it's actually...

Upgrade from 7870 for 300-400 dollars

The gtx 770 is a very good card, and falls within that budget with both 2gb and 4gb versions. Also you may be able to find a 280x close to $400 on sale.

i7 4770k processor that runs at temps over 75C...

The stock HSFs aren't great. You should definitely upgrade to an aftermarket cooler, I'm guessing you want to OC since you have the 4770k. The cooler may depend on your case and your preference. I have the h100i and am very happy with it. It cools my OC'd 3570k very well, it's easy to install...

I need help to decide what to upgrade my pc thanks!!!

That seems like a good upgrade. I have that exact same video card and it's amazing. If you have any plans for using 3 monitors or 1-2 very high res monitors you may want to consider getting the 4gb version. If you have any money left over you may also want to look into adding more RAM, I believe...
