Also when the PC's video turns off and before I power on/off, the video card still seems to have power. Fans are running and light is on. Just no video will show at all until I restart.

The PSU is a corsair cx750. The noise is definitely coming from the PSU and seems to vary in volume depending on what is going on in the game. I put my ear to the back of the PC directed into the PSU. Almost certain it's PSU.

If I shutdown my computer I won't be able to boot it for hours after powering it on. It just shows a black screen whilst the computer and all its fans run for good 30 min before I either get lucky with it showing "computer failed to boot choose an option" and I choose "restore defauls and boot"...

Should do. Worse comes to worse you can just buy another GTX 970 from ebay when in 2-3 years they're 2 series behind and sli into 1080p. CPU seems a bit poor for your build though. I'd upgrade it to a i5 4670k / 90k.
