    I recommend the Dell XPS 8700. It is a cheap professional build that will work for gaming as well. Dell cut several corners to lower the price, but the computer is built around a solid CPU and it has lots of room for upgrades.

    A good, cheap upgrade would be to an Nvidia Geforce GT 635 or GT 720. They are both more powerful than your current GPU. Unfortunately GPUs aren't as cheap as 20 Euros, you will need to spend 40 to 80 Euros for the upgrade I recommended which is a very basic upgrade and as cheap as you can go.
