If you are not able to get into the bios it could be something with your motherboard. What kind of laptop do you have?

Have you tried re-installing the operating system? In my past experience when I have seen a computer do this in most cases it ended up being a bad hard drive. On occasion re-installing the OS helped.

I do not have a CEH yet. Do you have yours? If so how did you study for the test? I have been looking at the options on the ec-council website but I'm not sure if that is the best option or if there is an alternative option somewhere else as well.

BT can run independently even if there is not an OS on the hard drive. And if you are running BT off of that same hard drive it could be on a sector that it still ok.

By full diagnostic I just mean to test every component in the computer. But with Hirens you should be able to test the motherboard. If the tests that you are running for the motherboard are not working then its likely that will be the issue.
