Interesting , does this problem only happen with this game or other, but the first thing that comes to mind is the game might have an in game refresh rate option and you may need to adjust, but should your pc be able to this game smoothly, specs ?

A good cheap cpu cooler that i think most would recommend for this is a Hyper 212 EVO for a start, but before how long have you had that cpu cooler on the pc because all you might need to do is reapply thermal paste, and that could solve your problem.

You can play any games on steam with a ps4 control but you need to install a program i personaly use DS4 Tool, and after you set up the program you can bind all of the controls on the controller to do certain things in game such as binding ''X'' on the controller to r on the keyboard to reload.

I have a pc with similar specs but with a XFX Radeon R9 280X and i can run most games on best settings at around 50 frames if not more (Excluding unoptimized games such as ARMA games)
