ok when you look for the drives in the setup utility what does it say?

Windows operating systems are tied to MOBO's. If you are wishing to use the HDD from one PC to another you will have to re-activate windows. If not and you plan to do a fresh install of windows then you can just partition the HDD and then you should be good to go.

The BIOS and setup utility are tied to the MOBO, the fact that you can't get into that utility is what makes me think its the MOBO.

Operating systems are tied to motherboards. So if you can grab a fresh one it would be best. Either way if you can't get into the setup utility I would still point to the MOBO.
