Ended up being an RMA for the cpu. Got the new one back from AMD today and worked without a hitch. Odd that a brand new 7800x3d was DOA but I guess they don’t call it the silicon lottery for nothing.

Based on the price ranges given in your region, the 6950xt is about 22% more expensive for roughly 15 percent better performance. So the 6800 xt is a better value in this instance. Also, the tdp of the 6950xt is only a little higher, 335w vs 300 for the 6800xt.

Just reset cmos again, unplugged pc, waited a couple minutes. Held the cmos button in for about 10-15 seconds. Turned pc back on took me right back into the bios, and back to the loop. I try to exit bios and It almost seems like it gets to the windows screen but just before it goes right back

It should give you a little better fps, how much depends on the games you're playing. Try researching benchmarks for that card to get an idea. If fps is your concern you might consider the gtx 1060 it's a better card but a little more expensive
