Well the thing is that I am good with handling wires and also I have just found out that there is no grounding done in the whole building so can I just ground the particular wall plug myself.

I have just bought a new laptop and it is of a aluminum body. For the first time when I plugged it into the wall plug I felt a lot of static on the metallic body. Can any one tell me if it is because the wall plug is not grounded because the wiring is old and I think it is not grounded. And...
