Want to check if my home connection has grounding.

I have just bought a new laptop and it is of a aluminum body. For the first time when I plugged it into the wall plug I felt a lot of static on the metallic body.
Can any one tell me if it is because the wall plug is not grounded because the wiring is old and I think it is not grounded. And plus the whole building is made of cement and bricks so can anyone tell me how to ground that plug.

plug it into the socket - it will light up and let you know if everything is good, no ground, backwards polarity , etc.

Sometimes best to use the right tool for the job.

Well the thing is that I am good with handling wires and also I have just found out that there is no grounding done in the whole building so can I just ground the particular wall plug myself.
