I just applied fresh thermal paste on my cpu and it's still tells me cpu overheating error when it starts up. When i check the temperature it says 89 degrees celcius

Is it possible to use parts from a past build to build a new computer with only a few things changed like case,added SSD,power supply, added graphics card,and motherboard. Also is it possible to switch the OS from the HDD to the SDD and still be usable on the new build.
