Remove everything, first remove back I/O connectors and press power button to see if it works, if it doesn't then pull out HDD connectors then turn on, then ram if it doesn't turn on. If it still doesn't work then pull everything out and as well as power cord and CPU and then put them all back...

you need to change(add) voltage and adjust ram speed(this is your most likely problem)... Make your RAM close as possible to stock speed, changing the base clock will change the ram clock so your basically limited in overclocking despite voltage...

Not at all, CPU isn't bottlenecking your GPU... you will get at most 10% in some games which is 4FPS but most of the time it'll only be under 5% performance increase which is roughly 2FPS... GPU is your only bottleneck in the games 1GB VRAM isn't enough and it's too slow
