    While not to your extreme, I did have a CPU issue after installing Windows 10. After investigation, turns out Windows 8 and Windows 10 both have the runtime broker. Is that showing up in the resource monitor as using the CPU? This can be an absolute CPU hog in Windows 10 (but not Windows 8)...

    Defraging HDD wont help

    The only other thing I can think of is to download Defraggler, then try a defrag during the boot up. Download it, then when you run it, go to settings and select the Boot Time Defrag option. Then restart the computer. If that doesn't resolve it, then I'm afraid I'm all out of ideas.
