Overclocked my i5 4670k to 4.0ghz and when testing it goes to about 80c but if I stop the stress test it instantly jumps down to 40c. Is that normal? Shouldnt it take awhile to get back down to idle temp?

so yesterday i built a newish pc (i reused my old ram, psu and gpu) and i want to reuse my old harddrive with all my files and games on it, can i just plug it straight in and will it work?
hmmmm due to the price difference im leaning towards the cooler master hyper 212 evo, is it quiet and will it keep it relativley cool at 4.0 to 4.2 ghz?
i want to upgrade my system from ye olde fm1 socket amd to a fairly good 4670k and ive read that haswell burns like mad so i was wondering if i were to overclock it to 4ghz rather than the typical 4.4 or 4.5ghz would the Noctua NH-U12S be suitable to keep it cool
