the voltages seem pretty normal to me, if you have seen the video of gamers nexus about regarding the exploding gigabyte psu you will see there that the voltages in the 5v and 12v are not always exactly 5v and 12v but there are always within +-.5v

I have experience similar issue to this and a simple reseat of both ram sticks solved my issue
