So yeah I'm planning to buy Radeon HD5770 1GB DDR5 Can the AMD II x4 955 BE 3.2ghz processor can get the best out of performance of the hd5770? I mean for example: If the hd5770 is paired with an I7 processor will their be a graphic improvement vs the AMD II x4 955?

Try flashing your BIOS. Same thing happen to me,sometimes it wont boot when I have my usb mouse connected but when I disconnect it instantly works fine, it shuts off at a random time and the fan noise after losing power being instantly like (ngiiii~)
