Your case fans may be subtly vibrating. That being said you should have a look inside your case to ensure there are no cables close ,or touching any of the fans.

I suggest moving the cooler back to the top and set them to exhaust. Rear case fan should remain as exhaust. Front fans set to intake. Hope this helps.

It may be that your CPU cooler/fan is failing.

Get a Noctua 140mm Premium Quiet Quality Fan with AAO Frame Technology (NF-A14 PWM).

Your thermal paste may be the culprit, however before making any recommendation, would it be possible to share your case setup including the number of fans and the configuration used.

I'd strongly suggest a fresh install. Anything else is simply just asking for some long term headaches. Unless you've got some prior experience with this task which is unlikely given your post, then my advice would be to simply follow DSzymborski's recommendation.
