You seem fine if they have been staying in the low 20s once in the operating system. Try running prime95 or something similar and make sure the temps are normal.

I might be wrong, don't really know much about HBM. I do know that 1600 mhz ram runs at 800 mhz, 2400 mhz ram runs at 1200 mhz, etc, because DDR3 runs dual channel. I bet 500 Mhz really means 1000 because it's dual channel.

Make sure all power connectors are plugged in (to GPU, to CPU, to MOBO), make sure whatever video cable your using is connected to the GPU not the motherboard.

If money is an issue feel free to tone down that build. Your only going to be using it for 1080p, so a 970 is somewhat overkill. At the very least consider downgrading the CPU, an i5 will do the job very well at a much better price.

A 980 jumping to 64 C when streaming video is not normal. Send it back and get a new one. SSD's do not get hot, only slightly warm.

I really doubt the video card would be responsible for that. When they start to go the usual symptom is crashes and freezes, only rarely strange artifacts like that. I really don't know what the issue is, but try EVERYTHING else before purchasing a new video card.
