Question Monitor gives intermittent black screen ?

Passive VGA to HDMI is not going to work on 99.9999999999999999999999999999% of monitors since VGA is analogue and HDMI is digital only. Only in some extreme edge cases with very old monitors will this work reliably. If you absolutely must use a VGA output from the computer and I Resolutely...

    Question Possibly failing GPU?

What resolution are the monitors running at? Your instinct is likely correct that this is a VRAM issue or potentially just a RAM issue. Question Is there a reason i would need the Intel K over the KF

Empirically? no not really they will perform exactly the same. However, having an IGPU is a godsend if you start having GPU or other display issues so my personal choice would be to get the KF just in case. End of the day though it is your wallet so do what feels best for you.

Question Turn off gpu to save $.

No you cannot have the PC turn off the GPU although you can make the monitor go to sleep sooner When at idle the GPU is going to be drawing very little power and a desktop is essentially an idle workload so compared to the whole your GPU is going to only be making up ~15% of the total power...

Question RGB Fan light stays on and will not sync with software ?

Those fans have 3 modes as described on the store page. there is no mention of software and further down the page it specifically says motherboard control only on the Amazon page. This means that if your motherboard has built in RGB control (which it does not) then you can connect it to a 4pin...
