Thanks for the help Colif, it turns out it was my GeForce Experience, which set left arrow to something i'd never use... The original soloution was the best way to fix this!

So do I use task manager and disable all startup programs, restart and slowly add them till I find the problem?

I've done the above, left arrow did work, meaning I should try the original answer, except follow it properly?

Note: I've tried to boot in windows safe mode using shift + restart
