I tested the card on another motherboard, and it had no issues. Another working video card generated the same problem on the mobo in question, and now it's got electrical noise coming from the 3.5mm ports. That mobo aint right.

More motherboard related issues are popping up, so I'm gonna go ahead and RMA it.

I don't think POST cares about Windows. Also, The error code is 1 long beep and 2 short beeps

page 50 of the manual says how to set a favorite bios configuration... The gpu seems to work fine the first time after using the cmos jumper, but it's giving me error codes after that.

That's on an older bios, and I have checked those settings to no avail.

I wasn't able to find a configuration option that wasn't basically auto, force-igpu, or disable-igpu.

I can confirm that a pc using a ryzen 3000 processor with an asus b450 motherboard will stop at spinning the fans. You might be able to find a local I.T. company that can do a bios update with an older processor, but I wouldn't count on any I.T. company having a ryzen cpu. The official option...
