Issue was either faulty mb cpu pins preinstallation or bad luck/bad cpu seating mechanism. Bent pins arent allowing the cpu to com with mb.

Self solved. after above the next viable troubleshoot was to completely disassemble and then bread board test the components. Doing this i found about half of the cpu motherboard pins to be bent in the direction facing opposite the pivot point of the cpu clamp....yes this peeved me. First...
