Yeah so it's not supposed to be like that and it's either defective, or got damaged somehow. You could solder the wires together really easy if you're familiar/comfortable doing that, or you can stick with just the usb ports from the other header.

I've always like EVGA and MSI cards.

See if you can spot what program is doing it in resource manager next time. Since you restored a backup I'm wondering if malware got transferred with it. Or it could just be windows doing something too.

Cooler Master PSU's by and large are trash so don't buy one! I've used XFX and Seasonic forever and never had any problems. My 750w XFX is about 3 or 4 years old now!!!

Just make sure it's completely dry before giving it ANY power. Water is fine on electronics as long as it's dry when you plug it back in, and all the capacitors were drained (which they probably were depending on how long you had it stored). My friend would clean their mother board in the sink...

That CPU will be fine for either 770.

Gigabyte cards are a bit notorious for coil whine, I've been running MSI cards for years and I've only ever seen one go bad so far. MSI's also like to run cooler, and quieter than most other cards on the market.

It'll fit and work, all the different versions of PCI E are all backwards and forwards compatible.

You'll be fine with a 2GB 770 on a single monitor. I also have a 2gb 770, the only game to ever give me a problem was titanfall, anything else all you have to do is drop the AA down a bit and you'll be below the 2gb wall.

I would recommend Blue switches, they make an audible "click" and are the preferred switches for typing. Browns are also very similar but instead of a click they have just a small bump that you can feel.

Scan for viruses and malware too, I've gotten viruses before from my friends stupid pirated games he made me install and it started bit mining on my GPU. Like already said, your GPU usage should sit around 0% at your desktop.

770's are really really good for the money, I have my single 2GB 770 and I almost never hit the VRAM wall, Titanfall is the only game out there right now that can do more than 2GBs easily, but all you have to do is drop the AA down to x4 MSAA or x8 CSAA. Really the only time you'll need more...
