Random Hard Disk and Memory spikes?

I recently restored my PC, installing a fresh version of windows 10 and transferring my backup. I have noticed that my PC starts to lag quite often now. I checked the performance and I will usually see the disk or memory running from around 90% to 100%. This happens often now even when i'm doing simple tasks such as using microsft word or google chrome.
Mobo - MSI Z87 - G45 Gaming
CPU - Intel Core i5 4670 Quad Core (Cooler Master 212 evo)
PSU - Corsair RM550 80 Plus Gold
GPU - MSI GTX 960 (4GB)
RAM - HyperX 8 GB 1600 MHz CL9 DDR3 (2X4GB)
HDD - WD 1TB 3.5 Caviar Blue

In addition to what @Mace suggested, I'd also suggest you run an anti-virus/malware scan and see if you are dealing with any sort of infection. It might also be a good idea to perform a full backup of your system somewhere off-site before you tamper with the storage as well. This is how you will avoid any potential data loss. After checking the Resource monitor and any other processes or apps that could be causing the spikes, I'd also recommend you swap the SATA cable and the SATA port where your WD blue is connected to the motherboard. The usage could be spiked by a failed connectivity to the drive as well.
If nothing helps, I'd strongly recommend you run the QUICK and EXTENDED tests from our Data...
