I believe so yes, I have found the realtek audio hd control panel but don't really know what I'm looking at. It looks as though its detecting both inputs that I have connected (Headphones front, speakers rear) from front and rear jacks.

Re-seated the card and it gave me a display. Thought I'd give that a try as I stared at my system waiting for a response from here. Had I actually damaged it via static shock what would be the symptoms or possible symptoms. Would it actually light up and spin fans or be entirely dead?
