No, I deleted all the network connections AND uninstalled the drivers in Device Manager. No need to take it personally, it's fixed now regardless.

It turns out I had left a PS3 controller plugged in that I forgot about, as well as a bluetooth receiver. I unplugged both, plugged the bluetooth receiver back in, and now it seems to work fine.

I uninstalled all network drivers from Device Manager in addition to deleting the networks in the network folder, in an attempt to start from scratch. No dice. Ultimately I was able to fix the problem by using System Restore.

I've already deleted everything under Network connections and restarted multiple times. No luck.
