The +5VSB line on my PSU is reading 10V and the USB power lines are reading 7V. It killed my wireless mouse and keyboard dongle. The computer isn't damaged and other power lines are normal. What should I do?

I cleaned the motherboard and checked the capacitors and none of them are bulging. The PSU that I'm testing the system with is 2 years old.
