Does the system post/can you access the BIOS? Does it start to load into windows?

Can you try plugging the computer into a different display with the 6600XT installed as well as trying the original monitor but with a different connection cable? You could also try connecting to a different display.

Amazing that you didn't kill your CPU like that. Running without thermal paste is possibly one of the worst things you can do to a CPU, especially if you're using a stock cooler. Do not power on that computer until you get some thermal paste to apply to that processor.

Make sure Multicore Rendering is enabled in your video settings in game. I am not very knowledgeable on this subject, but I know that if you want peak performance then you should enable this setting.
