My r7 1700 uses only 1 cpu while gaming, maxing it out. it happens almost on every game - rocket league, overwatch etc. This causes huge fps drops (from 200+ to 120 out of the blue), stuttering (which is my main problem). Latest GPU drivers (gtx 1080), latest bios (Gygabyte ab-350gaming 3 f51)...
