I would manually remove the drivers, I personally don't trust other software. I'd recommend uninstalling AMD Catalyst and there supported drivers, then try to reboot. I have a R7 360.

it was actually the power output to the modem. The local ISP recommended I head to the place I purchased and re-exchanged the modem power. That solved the issue.
