Nevermind, I have fixed the problem. Thanks to all those who read in hopes of helping. the problem was under permissions under advanced sharing; not the folder permissions itself. hope this may help someone.

manually change the last 3 digits of the ip. there might be a conflict

manually set up you ip configuration on your xbox. make the last digits of the ip something a little high so you dont get any conflicts. also plug the cable into a computer to make sure the actual connection is good. you also might have to put your xbox's MAC into a DMZ in your router.

go to an internet speed test website and see if your getting the speed you paying for. either way call you ISP and either ask why your getting slower than what you pay for or why your surfing speed has dropped.
