The last game I played locked at 30fps was Alice Madness Returns and that game was horrible at 30 fps. At least they had console commands but still if we gamers want to play at 60+ fps then what is the big deal for them not making it an easily selectable option?

You said you have a 50MB fiber optic connection. Is that just download? what is your upload? If its only 5mb which I suspect it could be, hosting 20 people on that connection while running a website, and daily traffic you will use will be impossible under that load. \

Because the ram limitation also effects Video ram. If you have 4gb of addressable space your 3gb of ram + 1gb of gfx card ram = 4gb of usable space. You will need to upgrade to a 64 bit OS to see that extra ram or downgrade the graphics card if you need windows xp 32 bit.

Sounds like a memory error or a PSU problem. If the PSU can't supply adequate voltage levels such as a junk brand one does then it will randomly shut the pc off or lock it up.
