The picture is not very clear. From what I can tell it only has 14A on the +12v rail which works out 168w. That is consider substandard for a modern 400w PSU. It seems it is a pretty old PSU since it has 25A on the +5v rail; or it is a very cheap PSU. In the past PCs draws a decent amount of power from both +12v and +5v rails, however nowadays most of the power is drawn from the +12v rail.

A stock speed Radone HD 7750 consumes about 73w at peak power and around 85w at maximum power (when running FurMark). Two HD 7750 can potentially peak at the same time and draw 146w of power. Don't forget that the CPU also need to draw power from the +12v rail and an i5-2400 probably draws around 60w - 70w when stressed. Optical drives, hard drives...
You need a better power supply than that, especially on the 12v rails are lacking in any sort of good power. You risk killing your components if you power it with that current power supply and on top of that it looks like one of the ones that comes stock with the case which probably means that it's not even bronze certified. Get at least a 550w with a minimum of 30a on the 12v rails to be safe

I would say you are already putting a significant strain on your PSU and regardless if you install another HD 7750, you need to replace the PSU. The sooner the better. I would consider buying the following Corsair 430w PSU which can deliver a maximum of 32A on the +12v rail, or 384w. It is on sale for $20 after rebate.

For even more headroom in the future (i.e. more powerful graphic card) there's the following 600w Corsair PSU on sale for $38 after a $20 rebate and $12 off with the promo code which is valid until 9/18/2013.
