I had this same problem with my older pc buy buying a new 1440p monitor from 1080p fixed it, but now I have a new PC with the same issue again I don't know what to do anymore, thinking of changing the monitor but my older PC still has everything working fine with this monitor and I tried...

Done updating and trying other refresh rates, everything is still the same. The only thing left is trying bios update, if you think it is a certain component causing this I could try and replace it too.

No, I have not touched any of the windows settings, and the dpi scaling is normal, Windows is fully updated and the DISM command tool shows that there are no corrupt files. I will check if there are any outdated drivers and update them and also the bios. 1440 240hz monitor

oh I see, alright I'll do that, thanks for your advice. but is it only me who is having such issues with directx12? it seems I cant play any games with directx12 without stutters, hope the windows reinstall fixes it

So I tried running the games without directx12 and switched to directx11 and the performance was much better it stopped the stuttering in bf5 and pubg and the fps stopped dropping below 60 as well, is it the main problem here? how could I fix that? also in some games like insurgency I am not...

So I fixed the cpu issue by entering a few commands through the command prompt, I did reinstall drivers and windows and yet now there are still those stutters, could it be due to bottleneck? I see that the cpu is being used 50% on task manager while Gpu is below 10%, what would be the remaining...

I ran malware bytes and it was all clear and took a few pictures of how the percentages circulate between these system apps and sometimes they all show 0% for a mini second but the usage remains at 100% constantly since I got this pc. View: https://imgur.com/a/KaWMTYl

I did that and it shows that the task manager is using 50% and some normal system apps using the rest 50%, this is really weird, I even reset the pc and windows and the task manager still shows 100% cpu usage without anything running at all, I do remember the day I was sent this pc by the person...

I reinstalled drivers but I noticed something in my task manager my cpu usage is always showing 100%, I tried restarting the pc and it still showed 100%, what could be the reason for that? I now proceeded with resetting the pc, hopefully this solves it. Thanks for all your help.

What would be your suggestion on this then, I'm really confused on why this is happening, what would be my best option to resolve this?

I tried playing insurgency and I faced the same stutters, I was thinking to actually get the gpu replaced do you think it would solve this issue?
