    For reference, this Motherboard is being recovered from an old Acer Aspire. I disassembled the thing a while ago, pre pandemic, and decided why not reassemble it recently. I tried it with og config, no luck. PSU was making hum that meant it was receving power, but the computer wasn't turning on...

    First, try your GPU in another system. If that doesn't work, buy a new monitor. If that doesn't help, your GPU is screwed. Also, please get into more detail on the specs of your computer.

    May be a CPU issue or just Windows.

    Cheap GPU's are not a very good option because the GPU may have issues or be just broken entirely. Try reinstalling drivers.

    It doesn't consume much voltage. So if you get a 8/2/12 HDD's, that means it won't consume that much voltage.
