Question Graphics card rx6500xt

First time getting a pc just saw an okay one and decided why not see

Processor: i5 4460
Gpu:Rx6500xt
Psu: 700w
Motherboard: asus z87 pro
Ram: 24 gb
So hdmi to motherboard works fine but when I try to plug hdmi to gpu the pc either doesn't boot at all I've went into the bios to change the automatic display to designated graphics card but at most the screen starts to load but then stops.

Gpu fans spin so I presume its working.previous owner said the gpu he had before was a 1060 but he put a 6500xt in it when I got it

Tell him it's not working and get your money back his problem not yours.

He said it was working and aint no refunds am thinking to go check to gpu see if its actually working or nah then work from there I guess

Its his responsibility to make sure his PC's work. He should check his PC's to see if they work first before selling them to customers
