SOLVED! Turns out is was the PSU cable adapter I got from SAMA for my SAMA IM01 case. They seem to have Terrible quality control since this is the second PSU cable I've gotten from them. Very strange I did not expect this to be the issue. I have no idea how to set this to solved so I wont lmao

If there is some sort of logging program i can run to give you a better idea of what is happening let me know

Updated the drivers and ran a Malwarebytes scan but the update didn't help and the scan found nothing

I have a 850 watt psu. Any I don't think it's an issue with Vram since in CS2 it's a big issue. Also I don't feel like playing games at low locked at 60 fps with a 3080 makes any sense.
