It's strange that the fans aren't at full speed when your gpu temp is at 84c. It's perfectly okay to manually speed up the fans to 100%. PC fans are all designed to run at full speed for very long periods of time. It's not harmful to have them at full speed.

The MSI cards do turn on only when your gpu temp is above 60C. It's a power saving/noise-reducing feature. What is your gpu idle temperature?
