Physically moved the fans to intake air and this reduced my temp by 10 degrees!

Thanks for the reply! There is no room and will not fit at the top of the case. However, I am able to mount the fans at the front of the case as an intake. But it will blow cool air through the hot radiator and blow out essentially blow hot air in the case.

I ended up unplugging the HDD, installed windows 10 onto my SSD, shutdown, reconnected HDD, change boot option to SDD, and wiped the HDD using disk utility.

Leaning more towards a clean install for my SSD.

To those who are who are suffering from the same dilemma. Look no further. Reseat the ram Removed the GPU Plugged HDMI directly onto on board video card on MOBO ,booted into the BIOS settings, and updated the BIOS firmware. Reseat the GPU and all was good!
