Turns out it will only stream 4K while on HDMI 2.0, so DisplayPort 1.4 doesn't work at the moment. Hope this helps for anyone else having this issue

Unless you can drop in a dedicated video card, you wont be able to, you may be able to play but on low fps. That system only has Intel Integrated Graphics, which isn't really enough to play games.

You could overclock both but you wont get that much performance out of the two anyways, I would suggest saving up for new parts as its really your only option. With cooling like that on your CPU you may aswell give it a go, as long as you know what you're doing. Best bet would be to upgrade...
