when i connect my connect my vga cable to onboard graphic it gives the display but when i connect it to gpu it does not give display but I can hear the windows startup sounds and device manager does not detect the gpu

I have a question can gpu fan still spin if it isn't getting sufficient power? if gpu does not meet requirement of psu can the fan of gpu spin?

I don't have another pc to check I think my psu is problem for no display
