    I have a similar setup and my fps is pretty much all the time around 300. You can check/benchmark different parts separately and compare them with online results. Severe fps issues are usually the GPU.

    Screen freeze or black screen while browsing or in idle is usually the GPU. My R9 390 did that, I returned it and changed it to a new one and all was fixed. If it runs stress test for 30+ stable then it is highly unlikely to be the CPU. You would be better off buying the correct RAM for Ryzen...
