Well motherboard is definitely fine usually pins are fine even with some compound on it, only bad when the mobo pins are bent. There should be a slot called cpu_fan for the CPU try putting that on and it should work. Also if it doesn't turn it off immediately otherwise you could damage your CPU...

Your CPU is definitely bottlenecking a 1060. I would recommend you getting a Ryzon 5, really great processor it would remove all bottlenecks.
