Can I boot the PC with GPU installed but without PCIe cables connected? I'm using RTX 3080 and it needs a lot of power. Indeed, the GPU is fine because I was testing it in the service center.
Luckily, it turns out that my GPU and PSU are fine. I also have tried changing the DRAM slot and reseating HDD/SSD. However, it still not working with GPU attached. Does it mean I have a faulty motherboard or are there any faulty possibilities in other components?

Apparently, the NZXT H7 Elite Case includes NZXT Fan Controller which needs USB 2.0 port. So I guess I need to buy something like NZXT Internal Hub for USB 2.0 in this case.
