Does sound like coil whine to me. In my experience, it would only occur if I had an insane amount of fps e.g in the loading screen where I might hit 300-400fps Does the whine change pitch/noise when the fps changes? See if you can set an fps limit to see if the whine stops, or reduces.

Aida64 is pretty much the most stress intensive application you can hit a CPU. The T junction for the 8700k is 100c - If your clockspeed isn't reducing then you should be fine.

Sounds like your pc might be underclocking due to overheating. Install HWmonitor and perform a stress test (or play some games) and send a screenshot across of the temps (CPU, GPU, Motherboard)

For the work you mentioned, more cores the better. The 5800H has to be the one. 5800H does have a higher TDP, but its double the cores.

I've always kept it at 1.35v This is the default XMP settings with downclock from 3600 to 3200 - It fails to boot at 3600 I would need to remove my cooler in order to get to the memory easily, would this be ok?

EDIT: I did check the infinity fabric timings on every test I tried. It is 1:1 I updated & downgraded the BIOS too, which didn't help.
